A few days ago, Trump announced his plan to appoint an “Artificial Intelligence Minister” who will be responsible for artificial intelligence (AI) affairs to strengthen the United States’ leadership in the global AI competition.
This department will integrate work in three aspects: AI policy, national security and industrial development.
Currently, the candidate for the AI Minister has not been determined. Elon Musk will reportedly not take on the role, but he is expected to be closely involved.
Based on the current government’s artificial intelligence executive order, each relevant agency has a chief artificial intelligence officer. This group will remain in place to support the work of the Artificial Intelligence Department.
It is reported that Trump also plans to issue a new AI executive order based on suggestions from allies.
Possible directions include repealing or modifying existing AI administrative orders to pay more attention to national security, while reducing "unnecessary" regulations and supporting local AI companies.
During the Trump administration, he issued a number of important strategic policies on AI.
In 2019, he signed the "Executive Order on Maintaining U.S. AI Leadership", requiring the federal government to promote AI technology research and development and open the market to support innovation.
As well as the "2020 National Key Technology Strategy", it clearly supports deregulation and encourages market-driven technological innovation to compete with the Chinese model.
In terms of AI versus China, Trump has repeatedly stated that the United States must ensure that it surpasses China in the field of AI and protects its technological advantages.
Last week, the U.S.-China Economic and Security Review Commission submitted a nearly 800-page 2024 annual report to Congress.
This report mentioned that the U.S. government launched the Manhattan Project for General Artificial Intelligence (AGI).
The plan shows: 1. AI projects will be given "DX priority", which is the same highest priority as national defense projects. 2. Everything is designed for China.

In this context, the setup of the Artificial Intelligence Department appears to be very smooth .
The existing AI management and coordination agencies in the United States are:
1. National Artificial Intelligence Initiative Office (NAIIO): This office is affiliated with the White House Office of Science and Technology Policy (OSTP) and is responsible for supervision and implement the National Artificial Intelligence Initiative Act to coordinate artificial intelligence research and policy development across government, industry, and academia to ensure U.S. leadership in the field of artificial intelligence.
2. Special Committee on Artificial Intelligence: Addresses national and international policy issues that cross agency boundaries and provides a formal mechanism for interagency policy coordination and development of federal AI activities.
Globally, various countries have established specialized institutions for artificial intelligence.
1. UK: Office for Artificial Intelligence)
Established in 2018, it focuses on AI policy development and is part of the Department for Business, Energy and Industrial Strategy and the Department for Digital, Culture, Media and Sport.
Responsible for formulating national AI strategies, such as the National Artificial Intelligence Strategy, to promote AI applications in industry and public services.
In addition, there is an AI Council, an advisory body composed of industry experts that provides advice to the government and supports the innovative development of AI.
2. European Union: European Artificial Intelligence Center (AI4EU Initiative)
This is a core organization that coordinates the AI policies of European countries and supports member states in the research and development, supervision and application of AI.
The EU has also established an "Artificial Intelligence Ethics and Technology Expert Group" to focus on ethical and safety issues.
In addition, the EU is legislating to pass the Artificial Intelligence Act, and its implementation will be supervised by the specialized department of the EU AI Commission.
3. Japan: Artificial Intelligence Strategy Committee
Affiliated to the Cabinet Office, it is responsible for promoting the national AI strategy "Society 5.0" plan, focusing on the development of smart cities and automation technology.
In addition, an AI research and ethics consulting team has been established as an independent expert group to assist the government in managing the ethics and supervision of AI technology.
4. Canada: Artificial Intelligence Innovation Committee (CIFAR AI Program)
Connect universities and industry through funding and research networks to promote the Canadian AI ecosystem.
5. China: There is currently no specific competent coordinating agency announced.
It can be seen that the above are more coordination agencies for AI things, rather than specialized administrative departments. If Trump’s artificial intelligence is launched, it will be the first in the world.
