Golden Finance reported that the US CBS quoted several people familiar with the matter as saying that although the White House has been trying to claim that Trump administration officials have a consistent position on U.S. tariff policy, some internal discrimination about the policy had already emerged a few weeks before Trump signed the so-called "reciprocal tariff" executive order on April 2: Senior Trump adviser warned in private conversations that some tariff plans could have devastating impacts on global financial markets and put the U.S. economy in a spiral decline.
CBS said U.S. Treasury Secretary Scott Besent and Trump's senior adviser to trade and manufacturing Peter Navarro had a dispute in the office of White House Chief of Staff Susan Wiles in late March. According to several insiders, Navarro advocated a unified 25% comprehensive tariff on $3 trillion of imported goods; while Becent, who was a former Wall Street investor, warned that the move would trigger market turmoil and outlined a variety of risk scenarios. The report said that fierce words continued to emerge.
