U.S. senators submit draft Clean Cloud Act, requiring crypto mining companies to reduce emissions

Golden Finance reported that Democratic Senators Sheldon Whitehouse and John Fetterman submitted a draft Clean Cloud Act 2025 to the U.S. Senate, aiming to control carbon emissions from cryptocurrency mining facilities and AI data centers, with the ultimate goal of fines for facilities that use non-renewable energy by 2035. The draft plans to amend the Clean Air Act, requiring data centers with energy capacity exceeding 100 kilowatts to comply with the regional emission cap set out in the Ministry of Energy's National Transmission Requirements Study. According to the draft, different emission upper limits will be set in each region. The upper limit standard will be established by the end of 2025, and will then decrease by 11% each year until it reaches zero in 2035. Companies with excess standards need to pay inflation-adjusted fines based on the excess, and prohibit the transfer of costs to users. The fine funds will be used to alleviate the rise in electricity costs for residents through local government funding and to fund the deployment of clean energy.
