North Dakota Senate passes cryptocurrency ATM regulation bill that plans to limit daily transaction volume to $2,000

According to Cointelegraph, the US North Dakota Senate passed the House Bill No. 1447 with 45 votes in favor and 1 vote, which regulates cryptocurrency ATMs and re-adds a clause with a daily transaction limit of $2,000 per user, which was previously deleted by the state House of Representatives. The bill requires cryptocurrency ATMs and self-service terminal operators to obtain currency transfer licenses in the state, limiting users’ daily withdrawal amounts of $2,000 in their ATM network, and issuing fraud warning notices. The bill also requires operators to use blockchain analytics technology to monitor suspicious activity and report it to authorities, while providing quarterly reports, including end locations, names and transaction data. The bill now needs to return to the House to vote on the amendment, and North Dakota Gov. Kelly Armstrong decides whether to sign it into law. According to the Federal Trade Commission data, Bitcoin ATM fraud losses increased nearly tenfold from 2020 to 2023, and exceeded $65 million in the first half of 2024.
