According to Fox News, the Trump administration will direct heads of federal agencies to prepare to launch "massive layoffs" and formulate a restructuring plan by mid-March. The memorandum shows that the memorandum will be sent to heads of agencies on Wednesday by Russell Vought, director of the U.S. Administration and Budget (OMB) and Charles Ezell, acting director of the Office of Personnel Management (OPM). The memorandum directs them to prepare for cancellation of positions and submit a restructuring plan by March 13. However, the memorandum notes that government positions “necessarily required to perform law enforcement, border security, national security, immigration enforcement or public safety duties”, as well as officials nominated and appointed to positions requiring a presidential appointment or Senate confirmation, officials of the President’s Office of the Executive Office and U.S. Postal Service staff are not subject to the order.
